For the Transformation Sect to obtain the status of a True Disciple, there were naturally rules and systems in place.
First, you had to clear the Heavenly Journey Peak trial and gain the status of a Quasi-True Disciple before you could challenge those true True Disciples. This was the threshold.
The purpose of setting a threshold was naturally to keep the lower-ranked True Disciples from having to accept challenges from other Inner Sect Disciples every now and then.
Once you passed Heavenly Journey Peak's trial and proved you truly had that strength, you could then challenge any True Disciple ranked from ninety-ninth to ninetieth.
The True Disciples within this range had to accept the challenge and could not refuse. Once they refused, it was equivalent to forfeiting automatically, and their ranking would drop by one.

This was the Transformation Sect's rule, and it was meant to protect its own disciples.
Just by looking at how the Transformation Sect had only seven Void True God Realm cultivators on the Profound Ranking, one could understand the weight of the Profound Ranking. Without the combat strength of the top thirty True Disciples, trying to challenge the Profound Ranking
