During the Dark Forest Era, the universe was no safe place for low-level civilizations. Higher civilizations toyed with lower civilizations at will, while the Dark Forest deterrence was limited to civilizations of the same level. The technology tree was wantonly seized, distorted, and altered.
But after the Civilized Era arrived, things changed.
The power of higher civilizations was clearly restricted. The most typical example was that although civilization wars remained unavoidable, attacks by higher civilizations against lower civilizations had become increasingly rare.
In other words, civilizations of the same level could fight however they pleased, even to the death, and no one cared. But civilization wars against lower civilizations were forbidden.
Especially as the regulations of the "Protection Treaty" became more and more complete, even higher civilizations found it increasingly difficult to exploit loopholes.
That was why places like the "Cyber Test Field" existed as gray areas.
In the past, who would have needed a test field? Experimenting directly on lower civilizations would have been much more convenient.
