And since the compatible target was "Mechanical Races," most mechanical civilizations could use it. It was an all-purpose tool, then?

Generally speaking, the strongest attribute of an ascension building was naturally "increasing the ascension probability," followed by "repair attributes" and "universal attributes." In particular, the latter took priority even over the former.
That was because, compared to ordinary civilization buildings, ascension buildings had an extremely narrow range of use. For example, some only targeted "Humanoid Machines," some served "Collective Consciousness Civilizations," and others had almost harsh requirements for processor performance and AI computing power.
If, before ascension arrived, one could not gather the necessary "Ascension Buildings" and had no choice but to select some incompatible ones, then it would be no surprise to grow some strange things after ascending.
