The two had originally had little contact. Although the Princess possessed tremendous power, she was aloof and proud in her dealings with others. Her attitude toward Soren made that clear enough. If not for Soren's close relationship with the Northern Witches Council, and the delegation the council had sent to Arendelle, the Princess might not have been willing to approach them herself.

The Northern Witches Council was a fairly formal wizard organization, with an internal structure comparable to the Wizard Union's. By comparison, Arendelle's Ice Witches' Coven fell a little short. Because of their unusual bloodlines, Arendelle had quite a few female sorcerers. Many belonged to collateral branches of the royal family or had inherited the bloodlines of sorcerer families. Sorcerers made up a third of the Ice Witches' Coven, and many were women born with the ability to control ice and snow.
It was probably hereditary.
Perhaps overshadowed by the Princess's brilliance, the Ice Witches' Coven had never been well understood by outsiders. They only knew that Arendelle possessed a very powerful royal witches' coven.
The Princess could more or less guess why the Northern Witch Delegation had come.
Compared with the secluded Land of Ice and Snow, the territory controlled by the Northern Witches was a far more complicated mix of people and factions. That meant they faced many more problems after the Time of Troubles began.
