The high-level professionals people usually spoke of were those above level 15. There were not many such people anywhere, and in a city, they would at least hold the rank of senior officer.

Most of the Adventurers who had come out this time were between Tier 2 and Tier 3. People above level 15 rarely went adventuring anymore. Even when they did, they would not venture into the wilderness, because they had more choices.
