Besides, over the past several tens of thousands of years, the Wizard Civilization had successively gone through the Magic Tide War, participated in the Dimensional Hegemony, and was now competing against many Top-Level Civilizations on the Demon Realm Battlefield.
Its horizons had broadened ever further, the Top-Level Civilizations it encountered had grown increasingly numerous, and even the star domain territory encompassed by the Wizard Civilization had expanded to ever more outrageous proportions.
As for the Demon Domain Star Sector, the Wizard Civilization was currently one of the surrounding star regions' "Eight Great Ruffians." (That referred to the core members of the Eight Directions Conglomerate.)
In truth, the Wizard Civilization did not have enough troops to garrison many of the Demon Domain's planes and star regions, much less develop them.
Yet when it came to these planes, the Wizard Civilization acted as though it were grabbing land, remotely designating entire stretches of star regions and planes as its own—from here to there, all of it belonged to them, and no one else was allowed to develop it!
Many of these star regions and planes had, after the Evil Tide Civilization departed, gone thousands or even tens of thousands of years without anyone ruling them.
The Wizard Civilization had no way to develop all those planes in one gulp, yet it also refused to allow other plane civilizations to lay their hands on them.
As a result, many Medium and small World Civilizations had actually developed their own independent civilizations during that period.
After all, the foundations left behind by the Evil Tide Civilization were still there. Even without guidance from a Higher Civilization, and despite their cultivation and evolutionary systems being relatively primitive, these Weak Civilizations still slowly sprouted like tenacious wild grass.
