Tohai Commandery had a great many officials. Although it was only a single commandery in administrative structure, the area it actually governed was anything but small.
Tohai Commandery itself governed five large counties: Tohai County, Taicang County, Youbang County, Zhishang County, and Chaodu County.
On top of that, the construction of the capital also currently required Tohai Commandery to provide rear support, so the capital's administrative authority was temporarily attached to Tohai Commandery as well.
The capital currently had nothing but the Engineering Team and slaves, along with the Golden Crow Guard, who supervised the work, organized logistics, and maintained security. Since there was no permanent population there to manage, there was no need to establish a separate administrative office. Luo Chong had simply placed it under Tohai Commandery.
Across from Tohai Commandery lay the Tang Tribe, which possessed eight commanderies. Since it was separated from Tohai Commandery by only a single Great River, Dashu, as the highest-ranking Han Tribe official in the region, naturally had to represent the Han Tribe in all negotiations with the Tang Tribe.
Thus, the armies of the various Han Tribe branches stationed in the Tang Tribe were temporarily controlled by Blood Butcher, while the officials dispatched by the Han Tribe to handle the Tang Tribe's administration reported directly to Dashu's arrangements.
In other words, although Dashu was the Prefect of Tohai Commandery, he actually managed ten commanderies: the Tang Tribe's eight, Tohai Commandery itself, and the capital.
Dashu was truly a high official entrusted with guarding the frontier. The real power in his hands was even somewhat greater
