Then there were the people newly absorbed by Ruyang Commandery and Hanyang Commandery. All of them lived on the outskirts of the Han Tribe's territory, where they had opportunities to come into contact with unfamiliar tribes. Through repeated dealings with the Han Tribe, some of those tribes chose to join them too. This was especially true of several counties under Hanyang Commandery. They had recruited the most Wildmen, and with the newborns in the county seats, two of those counties already had populations exceeding ten thousand.

The distant Dongxin Commandery had also developed very well under Jing Yan. Not only was its coal output steady, but it had also shipped out no small amount of grain over the past year. It had absorbed more new people than anywhere else, and the commandery's total
