Lake had no desire to end up persuading people back and forth, only to be stabbed in the back in the end.

Although he was a villain, he was not the sort to become arrogant the moment he gained power. Take Nick Fury, for example. Once he got a pager and became the boss, he had completely forgotten his own name.

After getting off the helicopter, Lake and Alexander were stopped by two S.H.I.E.L.D. agents as they entered the secret base. One of the agents immediately rebuked the other for speaking out, then said to Alexander Pierce, "Advisor Pierce, you've arrived."
Alexander temporarily pulled himself away from Lake's words and glanced up at the agent. He grunted. "Where is Agent Brock Rumlow?"
The agent hurriedly pointed inside and said, "Agent Rumlow is in there. I'll take you to him."
With that,
the agent led the way.
Alexander called out from behind him, explaining, "I only learned about this when the Department of Homeland Security demanded the Tesseract from Nick Fury. Agent Brock Rumlow was sent here after that. If the Department of Homeland Security hadn't spoken up, I wouldn't have known that there were aliens in my S.H.I.E.L.D."
Lake shot Alexander a glance.
Has he made up his mind?
