Entry standards

Before Chu Sheng’s exceptional recruitment, prospective Bureau members were expected to meet all of the following requirements:

• Complete five years of service in the Wind Chasing Hall. 18

History

The Jingwu Bureau is presented as a tightly regulated government enforcement agency whose normal recruitment standards make direct entry exceptionally difficult 18. Its formal separation from the Wind Chasing Hall restricted it from intervening in many ordinary-person cases, even when victims sought its help 46.

Chu Sheng joined the Shengze City Bureau as a Bronze Patrolman after passing a strength assessment that destroyed the assessment room. His appointment was unusual enough to cause internal attention and accusations that he had entered through connections 29 34. He rapidly became a prominent Bureau operative through missions involving Alien Kin, criminal organizations, and influential local families.

At Shengze, Director Lu Huaimin demonstrated the Bureau’s ability to pressure individual noble families through concentrated force, while also acknowledging that an official organization could be constrained when facing united local interests 44. In Jinlan City, Director Qi Zhenshan similarly emphasized the strict oversight imposed on the Bureau, including limits on his ability to approve high-rank missions independently 79.

Following Chu Sheng’s actions at Lotus Temple, headquarters promoted him directly from Bronze Patrolman to Gold Patrolman and appointed him Deputy Head of Operations 132. Later, amid political conflict involving the Baili Family and the Illumination Society, he was appointed Director of the Northern Desolation Prefecture Suolong Jingwu Bureau, with broad emergency command authority 193.

Upon arriving in Suolong City, Chu Sheng immediately moved against incumbent director Liang Yulin, whose administration was accused of bribery and embezzlement 199 201.
