Resources Abundant on Java

At Arthur's urging, Timor State Governor Hubert Lefevre quickly produced an eight-year development plan for Timor.

Within eight years, it would build three universities, three large hospitals, a large technical training institution, a language school, and more.

Since it had been put together on short notice, it inevitably contained some rote recitation. In fact, it was basically just the original Four-Year Plan doubled.

However, looking at Hubert Lefevre, Arthur understood that this was more or less the limit of Hubert Lefevre's abilities.

If just anyone could produce an excellent development plan, Arthur would not have placed such importance on talent.
