Australasia negotiated the terms of joining the Allied Powers, securing British support for its army and promises that Britain and France would transfer Pacific islands after war broke out. Arthur agreed to attend the 1913 Allied Powers Conference, where he planned to strengthen Australasia’s ties with Britain, France, and Russia.
