Advanced weapons and equipment could not fully demonstrate their capabilities in complex environments. Take bombers, for example. When fighting in a city reached a stalemate, bombers could only bomb the enemy's rear and help break the deadlock.
They could not directly help the soldiers on the front line eliminate the enemy's first-line forces. They could only provide support.
After all, no one knew whether those bombs would land on their own people. Perhaps the wind high in the air would suddenly grow stronger, causing the bombs to veer dozens or even hundreds of meters off course.
