Many of the guests invited to Lin Qi's birthday party could not stay for very long, such as Mr. Truman and the short Progressive Party Committee Chairman.
They all had plenty of work to do. The fact that they could come over to chat with Lin Qi for a while, say a few words to the others, and have a drink meant they had squeezed their schedules as much as possible.
Mr. Truman was the first to leave. It was wartime, and his work was even more demanding.
The Progressive Party Committee Chairman left next. He still had another invitation to attend elsewhere.
Then came some of the other guests.
By the end, most of those remaining were capitalists and the senator masters.
If the senator masters in Congress had not joined various powerful committees as members, they would have had a very easy time.
They had little power in their hands and no specific responsibilities. It seemed as though they could stick their hands into anything, say something about anything, and manage anything they wanted.
But in reality, they could manage nothing.
This was a process that most congressmen had to go through when they first entered Congress. No one came in already holding great power. Even governors had to be left out in the cold for a while after entering, only beginning to grasp power afterward.
Every congressman's seat was a compromise reached after layer upon layer of political struggle. Some people had exhausted all their political capital just to enter Congress. Once they got in, if they wanted to accomplish anything, they had to rely on themselves.
