As soon as work began, the Chief of the International Affairs Department delivered a report to the Presidential Palace and placed it before Mr. Truman.

He opened the report and looked through it. It recorded the results of the negotiations between the International Affairs Department and the delegation of the Great Imperial Son of the Peng Joe Empire.

Both sides had made it clear that the war would not end simply because they sat down together to negotiate, but that did not mean they could not cooperate in other areas.
