Whenever people mentioned casinos, they could never leave out the gangs.
And that was indeed the case.
Every licensed casino in the Federal homeland, regardless of size, had the shadow of a gang behind it.
Some gangs were simply very large—large enough to be named after a region. For example, in the eyes of some people, the Green Brothers were also known as the York Gang.
This York Gang and the York Gang in Congress were not the same thing, but they had a great deal in common.
That was the nature of their composition. Both were primarily made up of people from a particular region, and both firmly controlled every aspect of that region's affairs.
Here, in a region far from the Federal homeland, opportunity and risk existed side by side.
As the casinos continued opening, a group of people would inevitably pour in and make their living around them.
Lin Qi had no interest in those lower-level ecological relationships. He cared about the order of the Upper Class.
After Catherine finished washing up, she returned and lay down beside Lin Qi. "Are you going to establish officially recognized industry standards?"
If so, Catherine could help a little.
As long as the professor put in a few words at the State Senate, she could make a public announcement on her end, and implementation could begin.
This was the embodiment of the governor's power!
Lin Qi nodded, then shook his head. "The State Government will introduce some rules, but beyond that, we also need some implicit conventions—customary rules that won't be written down anywhere."
For example, no one could send cheating experts to cause trouble at another person's casino.
Rules like that obviously weren't suitable for inclusion in official requirements, but as unofficial standards within the industry, they were ideal.
