That target did not necessarily have to be a person or a thing. It could also be the process of an action, or even some abstract concept.
The Federal people did not care about these hatreds, or even outright enmity. Nagaril's successful domestication had led them to believe that this might simply be the way the world worked.
But it absolutely was not! There would always be people who turned hatred into motivation and then did something—at the very least, something that made themselves feel a little better.
It might be a crime, it might be hurting someone, including hurting themselves.
Lin Qi looked down a little on the petty tactics of the Federal Government's current politicians. They, and society as a whole, sometimes thought themselves clever, but to Lin Qi, their methods were so crude that words could hardly describe them.
What he wanted to do was set an example and, by the way, put his own cake on his own plate.
