Victoria Harbor lay at the mouth of a river, in the heart of Silver Moon Bay. It was an exceptionally rare large deepwater harbor, and among the city-state alliance's hundred-odd cities, it was the most prosperous and wealthiest.
At night, the sea glittered beneath the moonlight, countless sailing ships packed tightly together. Dockworkers hurriedly moved wooden crates filled with assorted goods; ore, grain, clothing, wine, and even firearms could all be found among them.
Even in the deep of night, plenty of boatmen and laborers still came and went along the docks. Naturally, there were also Victoria's coast guards on rotating watch, who stopped all smuggling and illegal crossings while guarding against pirates or Yi incursions from the sea.
Yet the Pirate Queen Victoria had amassed immense wealth through smuggling and plunder, using it to establish this famous city.
The current rulers, however, cracked down on such things with relentless severity, terrified that another Victoria might emerge. It was rather ironic, when one thought about it.

Amid the dilapidated buildings of the Lower District, a white lighthouse stood out starkly, utterly at odds with its surroundings. The light at its summit flickered through the lonely night and cold wind.
