Avak Central Laboratory had originally been established so that Grand Duke Solin could decipher and put into practical use the many psionic projects left behind from Inyaga's era.
Later, Grand Duke Solin realized that the Western Border Grand Duke's territory alone could never recreate the many psionic project concepts from the Empire's golden age, so he gradually began bringing in other forces to cooperate.
The Blazing Flame Lands and the Spirit Cognition Institute had not even been the first collaborators. Even the City of Knowledge and the Seven Cities Alliance had worked with Grand Duke Solin before... but those collaborations had remained superficial. Truly in-depth research had only begun in the past seven years.
The main goals of each party's experiments differed. The Spirit Cognition Institute's primary research direction was to master a method that could reliably create "psionics users."
In a sense, this research had already succeeded: by artificially creating a painful and twisted environment, the Spirit Cognition Institute could indeed manufacture a batch of psionics users.
But the cost was immense, and the psionics users created this way were fundamentally uncontrollable. Their minds were twisted to extremes, and they harbored hatred and murderous intent toward everyone in the world, so it could not be considered a complete success.
But in pursuit of greater results, the Spirit Cognition Institute chose to delve deeper—they wanted to reliably create "specific types" of psionics users.
After all, a desperate psionics user was still a psionics user. One who could do nothing but curse or kill could still serve as a weapon when thrown into another nation's territory.
But unfortunately, until the mutation occurred, the Spirit Cognition Institute had made no breakthrough in this area.
The same painful process, the same race, even the same personality could not produce the same psionic abilities.
