No matter what experiment Grand Duke Solin wished to conduct, with Avak Laboratory's foundations, he could not possibly do anything beyond the Empire's expectations.
If he could hide himself until his plan succeeded, perhaps he would still have a chance to resist—just as Ridgehold had secretly developed the Great Labyrinth back then, obtaining the Pre-Epoch Civilization's "Apocalypse Armament" and thereby successfully gaining independence.
If Grand Duke Solin had truly obtained the possibility of reaching the Fifth Energy Level from Inaga's Legacy, or some kind of Fifth Energy Level ability, then that possibility would first have to become reality.
