The World Will was a Universal Consciousness Aggregate. It had no human-like self-awareness and would not directly intervene, only influencing matters from the bigger picture. For example, when the World Will sensed a disaster, it would not eliminate the disaster itself. Instead, it would use World's Favor to create a Savior.
That was why the Titans could still obtain World Force despite betraying the world. Ordinarily, the Titans would not have suffered any punishment, but with Andrew involved, things were different.
Andrew had no authority in this world, but he controlled several of its protagonists, such as Perseus and Ling E. With the immense World's Favor he possessed, communicating with the World Will and secretly tampering with the World Force was not difficult at all.
As Andrew activated the Curse, the World Force the Titans had absorbed instantly went berserk, wildly battering their bodies and leaving them unable to control their own bodies or Divine Power.
