Andrew stood at the edge of the rooftop, watching the parade below as he casually asked Hughie and A-Train, "Do you both want to become stronger?"

The parade had nothing to do with this disaster. In fact, although some people had died in the disaster, everyone was used to it by now. The Disaster Countermeasures Bureau had performed quite well, and President Nathan had even come to New York in person. There was nothing to protest about.
The public was protesting the grand prize. A grand prize worth only a few dozen dollars—could you believe it? The winners all thought something shady was going on, so they had come out to march in protest.
