Background / History
The Federation was founded deep in the jungle by Arcane Mages who fled persecution in the Knight-dominated Storm Empire. Abots led the exiles, whose Mage Towers and descendants expanded outward over generations into a major human power. 104 190 232
Its early government replaced Knight rulers with Arcane Mage rulers without substantially changing the oppression of commoners. As Spiritual Arcana developed and the Federation’s territory grew, it gradually reformed its institutions, improved livelihoods, and prohibited noble exploitation of commoners. 190
Expansion remained constrained by population and Spirit Springs. Much of the Federation’s territory consisted of primeval forest inhabited by spirit beasts, requiring recurring culls and Pioneer Wars before new settlements could be secured. 195 218 219

Stars Meeting
The Stars Meeting, also called the United Tower Standing Committee, serves as the Federation’s highest decision-making body. All 7-Ring Morning Star, 8-Ring Brilliant Moon, and potential 9-Ring Radiance Arcane Masters are members; Projection Rings allow them to participate through avatars regardless of location. 251

The Storm Empire was the first major state absorbed. Its emperor abdicated and publicly accepted a “merger” into the Federation after the Star-Moon Cabinet was defeated. 373 The Holy Spirit Federation and numerous smaller states soon followed; the Golden Empire, Sea Soul Empire, and Rainstorm Empire resisted but were subdued. All seventeen states had merged within one month. 373
Three years of integration followed. The reorganized Federation contained forty-two domains, with the Arcane Holy City as its eternal capital and a Stars Meeting comprising eighteen Brilliant Moons and 172 Morning Stars. 373
Decline and Fragmentation
The End of Magic Era began after the Emerald Dream was established: Spirit Springs ceased releasing Spiritual Particles, and systems based on Spiritual Arcana began to decay. 388
As Upper Speaker, Duke announced that Spiritual Arcana would dissipate, the Spirit Sea and Qi Sea would no longer open, and the Stars Meeting would close. 388 Soon afterward, sixteen cities in the Natural Domain declared the Natural Democratic Republic, prompting further cities and regions to secede. The Federation did not intervene, rapidly fragmenting from its continental union into separate governments. 388
