History
Unification and reforms
Wang Pan first spread education and reforms across fifty-two dynasties under the Heavenly Venerate Sect. After their armies and institutions developed, he ordered them merged into the Pan Dynasty. The founding changes nationalized land while preserving usage rights, abolished slavery, introduced commercial taxes, and replaced the feudal system with elections. Great families resisted; those who obstructed the order were suppressed, while would-be fugitives were captured and executed 197 203.
Wang Pan brought hundreds of Heavenly Human Realm cultivators and two Land Immortals into the new dynasty. As corruption appeared in the Equality Society and the legions, he established a Revolutionary Committee to receive reports from subordinates and placed political instructors in the military, separate from generals' battlefield command 203.
Law and taxation
The dynasty adopted a comprehensive legal code and abolished the grain tax, a change that strengthened citizens' identification with Pan despite differences in language and custom. Its commercial tax reached as high as sixty percent, prompting merchant resistance and widespread attempts at tax evasion 205 206 209.
Over centuries, its laws grew into a constitution covering criminal, civil, labor, environmental, and other matters. Wang Pan's new cultivation system drew power from contributions to the dynasty and its people, allowing people in different professions to pursue it. The Heavenly Venerate Sect later agreed to merge into Pan; Wang Pan insisted that its cultivators receive no exemption from dynastic law 217 218 223.
Expansion and later era
The dynasty expanded into the Barbaric Land, survived a major beast tide, and absorbed the Red Flower Sect's territory and resources. It later defeated the Blood Devil Sect and became the sole power in the Barbaric Land. Border clashes with the Yu Dynasty continued for millennia without a full-scale war 226 229.
By Pan Dynasty Era year 13,000, its population exceeded one hundred billion. Wang Pan had stepped down as chief, leaving a new generation to govern under the equality principles established at its founding. Martial arts eventually became nearly universal among its citizens, while technological development slowed before later scientific advances revived it 233 234.
