After seeing the Eredar Twins, Capibaha and Mak'bara weren't sure whether their boss wanted to lie low or go all out. They didn't act particularly arrogant, but respectfully bowed in greeting.
As Kil'jaeden's lieutenants, these two were even stronger than their former superior, Prince Malkor. Under normal circumstances, they certainly ought to show them respect.

"I killed Malkor. I'm the Legion Commander now. I recently heard Sargeras was dead and the Burning Legion was leaderless, so I came to take charge of you."
