Forming a special force wasn't something a few senior leaders could decide on their own. The matter had to be discussed by the Central Military Commission first, especially since the force would be established in response to a crisis no one could say for certain would ever happen.
It was essentially preparing for an event with an extremely low probability of occurring. In terms of cost-effectiveness, it was an absolute disaster.
But both Old Qin and Old Zhao were quite optimistic about the plan succeeding. The reason was just as Loyal Brother had said before: that doorway was a gateway!
