In the Marvel World, there were always a small number of people who were destined for greatness from birth, and Tony was one of them.
Perhaps Hao Shuai's technology was hundreds of years ahead of Tony's, but his own technological development had reached a bottleneck, and progress had slowed to a crawl.
Tony was different. Give him enough time, and he would keep improving and creating miracles. Catching up to—or even surpassing—Hao Shuai was only a matter of time.
If Hao Shuai taught Tony his own technology, Tony would probably master it completely within a few years, then surpass his teacher and become a true being who could "stand shoulder to shoulder with the gods in a mortal body."
But that wasn't what Hao Shuai wanted to see.
After all, people were fickle, and it never hurt to be cautious. Who knew? One day, Tony might end up on Hao Shuai's opposing side for some reason. That would be quite a mess.
It wasn't entirely impossible.
