Earlier, they had heard a huge commotion in the Hokage's Office more than once. They had been about to rush over and help, but the Anbu spokesperson had stopped them.
The Anbu spokesperson had shown them an order personally signed by the Hokage, forbidding them from approaching the Hokage Building.
