The key to breaking into Impel Down was time. The World Government had access to the enormous whirlpool currents, which could bring reinforcements from headquarters at incredible speed.
With these guys along, they'd reach the sixth level much faster, and use up far less energy. After all, they'd still have to fight their way back out.
