What did that have to do with Robet? Weren't the so-called Hell Demons and Hell Demon Kings all consumables anyway? As long as they could draw in all the Skrulls outside, their mission would be complete. If they died, then they died.
Besides, even if there were not enough of them, capturing a few more Hell Demon Kings would be laughably easy for Robet. Those resistance lords would not even dare step in to stop him, because they were afraid the losses from obstructing Robet would be even greater.
