Think about how the other Dimensional Demon Gods did things. Chthon influenced countless Scarlet Witches—countless Wandas—across the multiverse, using chaos magic to invade every different parallel universe.
Cyttorak was more or less the same as Chthon. Although there were not as many universes with Juggernaut as there were with Scarlet Witch, Cyttorak's corrosion of Juggernaut was more severe. As long as Cyttorak wanted to, he could control Juggernaut and descend into his body at any time.
The other Dimensional Demon Gods all had similar methods as well, allowing them to influence certain life-forms within the multiverse and thereby achieve the goal of controlling their actions inside those universes.
But Franklin was far simpler. After all, there were no small number of universes where Reed Richards existed, which meant countless universes could give birth to Franklin.
Perhaps because the universes varied in strength, the Franklins of those universes differed slightly in power, but Franklin could easily stack his strength to the multiversal level—something the Dimensional Demon Gods were utterly incapable of doing.
That was why Robet felt Franklin might be even stronger than those Dimensional Demon Gods. It also made Robet's hands itch a little. After all, it was not only Ron and Royce who could not find opponents; Robet himself had not found one in a very long time either.
