"Development level" was a term coined by the Imperial Administrative Council. It referred specifically to the ratio of developed planets to undeveloped planets in a river system.
Generally speaking, a development level above one-tenth was considered high. In the empire, only about a hundred of the earliest-developed river systems, including the Milky Way Galaxy, met this standard. One percent counted as a moderate development level, meaning that for every hundred planets suitable for development, one had been developed.
Over a thousand of the empire's river systems had reached this level. They were the prosperous systems of the second tier.
One-thousandth was considered a low development level, usually the mark of a river system conquered within the past century. At one ten-thousandth, a river system was generally newly conquered.
Clearly, by this standard, this river system was not particularly prosperous.
