Buckde, the Chapter Master who had brought victory to the Imperium, was awarded the "Imperial Hero" medal by the Imperial Army Department. He was also permitted to establish an independent Legion under the Army Department's direct command.

This was the Imperial Military's latest plan. Given that Interstellar Legions were too small and rather ineffective against certain formidable enemies, the military had carefully considered the matter and decided to allow some outstanding Chapters to be promoted.

The Legions of the Imperium of Man could be traced back to the Emperor's Great Expedition. To eradicate the enemies of humanity, the Emperor created the Primarchs and established twenty Astartes Legions.

After the Horus Heresy, the Primarchs' immense influence over the Astartes Legions was taken into account, and the massive Legions were broken up into Chapters of a thousand Space Marines each.

The direct result of this military reform was the loss of the Legion Era's ability to fight head-on. Astartes Chapters became more like Special Forces, while the Starry Sky Army took over the Imperium's defense. Across the vast Space Battlefield, mortals expressed their loyalty to the Emperor with their flesh and blood.

Take the campaign against the Orc Nation, for example. Lacking the ability to fight head-on, the Army Department had no choice but to recruit a large number of Interstellar Legions for the expedition. In battle, these Astartes were more like Special Forces than a Regular Army.
