Tobirama and Konoha in this world didn't have the power to overwhelm the entire Ninja World.
If they wanted Konoha to unite the entire Ninja World, they had to come up with a plan.
One option was to find a way to strengthen Tobirama himself, and Natsu Yuu was already working on that.
The other was to strengthen Konoha as a whole—in other words, improve the combat abilities of its other shinobi.
As things stood, it was hard to say how much potential the others had.
But Uchiha Kyou certainly had plenty.
Madara was right here, so he could mentor Uchiha Kyou. That was one of the reasons Natsu Yuu had brought Madara along.
"Uchiha Kyou? One of your students, Tobirama?"
"Yes."
"Interesting. You're actually training an Uchiha shinobi? Aren't you the one who hates our clan most?"
"Mind your own business!"
"You're planning to raise a trusted follower so you can control the Uchiha Clan, aren't you?"
Madara saw right through Tobirama's intentions.
But he wasn't particularly bothered. Control required a degree of trust and value, and that was still much better than wiping out the clan.
Tobirama couldn't be bothered to argue with Madara.
Instead, he looked at Natsu Yuu and said bluntly,
"Sir, I don't think this is a good idea. I don't trust this guy to mentor Kyou!"
Tobirama was clearly reluctant, afraid Madara would lead Kyou astray.
He'd worked so hard to raise a promising student who was loyal to the village and unbound by clan loyalties. He couldn't let Madara ruin him!
"Hmph! You think I'm eager to teach him?"
Madara didn't need to guess what an Uchiha chosen and brainwashed by Tobirama would be like. He was sure he wouldn't like him.
