At this point, it was not suitable for unexpected complications to arise. He needed stability, needed to lessen the impact of shifting power and changing eras. As the saying went, one should attend to the duties of one's position. What the Order of the Phoenix under Dumbledore had done back then had little to do with him. He was responsible for making plans; how those plans were carried out was Dumbledore's business. But things were different now.
