The Lord of the Universe had indeed assigned Little Shen a task, but it wasn't to deal with the forces of Chi Xue's two factions or Venerable Sword Saint. Instead, he was to devour and fuse with a Small World. This left him in a difficult position, and when Ling Tian and the others learned what his task was, their expressions turned grave.
Little Shen could devour and fuse with Small Worlds, but there were two kinds. If it was an independent Small World, Little Shen could easily devour and fuse with it on his own. He had devoured and fused with quite a few in both the God Realm and the Immortal Realm, and doing so with an independent Small World put no pressure on him at all.
But as far as they could tell, there were no independent Small Worlds left in the entire God Realm. There were, however, two semi-independent Small Worlds: the Fengyun Realm and the Lingxiao Realm. They were called semi-independent because only half of each had fused with the Circulatory Universe. Under those circumstances, Little Shen couldn't devour and fuse with either one on his own.
Of course, things were different with the help of a Saint-grade Heavenly Treasure. For instance, when Little Shen had devoured and fused with the Beast Soul Realm, he'd done so with the help of the Phoenix Soul Fruit. Since that fruit had already fused with the Beast Soul Realm, it could draw on the realm's Origin Power and channel it to Little Shen. That naturally allowed him to devour it.
The Lord of the Universe's intent in giving this order was obvious: he wanted Little Shen to devour and fuse with either the Fengyun Realm or the Lingxiao Realm.
