Bruised and battered, Luffy lay on the floor, looking at Garp, who stood before him with his hands on his hips, laughing heartily. "That hurts!"
After grumbling, he sat cross-legged and rubbed the swelling on his head. "Grandpa, what did you want with me?"
"I originally had something to talk to you about, but now there's no need!" Hearing Luffy's words, Garp came back to his senses. He lowered his head to look at the cross-legged Luffy. "I've already felt it through your fists."

Though he had changed a little, he was still the same Luffy as before.

"Didn't you say you'd set sail when you turned seventeen? Why haven't you gone out to sea yet?"
"Me?" Luffy scratched his head and looked at his grandfather. "Because I don't think I'm strong enough yet!"

That strength should have been enough!
At the very least, becoming a Pirate Supernova on the seas would not have been a problem!
Just how strong was this kid planning to become before setting sail?
With his current strength, no one in the first half of the Grand Line could probably stop him.
