"First, the development of the medical system." Jin turned to Tsunade. "After the Divine Court unifies the Shinobi World, it will inevitably face a great deal of work integrating everything. Medical ninjas will play a crucial role in that process. I want you to establish a complete training system for medical ninjas and train enough medical personnel."
Tsunade thought it over. "That shouldn't be too difficult. But it will require a lot of resources."
"Resources aren't a problem." Jin turned to Jiraiya. "Jiraiya-sensei, what I need you to do is even more important."
"Let's hear it."
"Gather intelligence." Jin's expression grew serious. "I need you to use your network to collect any information you can about the Ōtsutsuki Clan. At the same time, monitor developments within each village and make sure there are no large-scale uprisings."
Jiraiya nodded. "I can do that. But..."
"What?"
"Are you really sure those threats you mentioned are real?" Jiraiya's gaze was earnest. "If it turns out this was all a misunderstanding, how will you deal with the consequences?"
Jin fell silent for a moment.
It was true. If the Ōtsutsuki Clan didn't exist, or if their threat had been exaggerated, then everything he was doing now would amount to nothing more than sheer authoritarianism.
But he couldn't take that gamble.
"Jiraiya-sensei, there are some things we'd be better off believing exist than assuming they don't." Jin finally spoke. "Even if I'm wrong, the worst that could happen is the Shinobi World gets unified a few centuries early. But if I'm right and we do nothing, the entire planet could be destroyed."
"That's certainly a persuasive argument." Tsunade smiled bitterly. "Fine. Things have come this far, so we can only trust you."
Just then, there was another knock at the office door.
"Come in."
