"I gave him a new job. When his dear friend attacked me, I didn't kill him directly but repaid his malice with kindness and sent him to the hospital.
I even covered his medical expenses while Fury was recuperating. There aren't many people like me, a great benefactor, these days."
Hearing this, Alexander's lips involuntarily curved upwards. He was clearly amused by Xia Ling's words but still tried to maintain the dignity of a Hydra leader.
"Let's not talk about that. How do you plan to respond to the Security Council's inquiry?"
"They're just a bunch of bureaucrats. A few smooth words will be enough to fool them."
Xia Ling patted the snakehead's shoulder and strode into the conference hall, where four projections greeted him.

Xia Ling's gaze swept across each of the Security Council members' projections on the conference table. He could clearly see the worry and surprise in their eyes.
Having a superpowered squad and a superpowered army were two entirely different concepts. To put it bluntly, if such a force were truly established, whoever controlled it would have more influence. Who knew, maybe they would be the one chairing the Security Council meetings then.
"I understand everyone's concerns, but please allow me to elaborate on my vision. The threats we face have far surpassed the scope that traditional military and agents can handle.
You must have all seen the incident with the Red Hulk. A modern army was defeated in such a short period.
Even the enemy's losses were almost negligible. In such a situation, besides using dirty bombs, do you gentlemen have any better methods to deal with them?

A brief silence fell over the conference room as the Security Council members exchanged glances, seemingly weighing the pros and cons.
Finally, Chairman Mars slowly nodded. "Director Xia, your proposal is indeed worth deep consideration. We will include this topic on the agenda for the next formal Security Council meeting for further discussion and decision-making."
Xia Ling bowed slightly in thanks. "Thank you for your understanding and support. I believe that as long as we are united, nothing can stop our progress."
This world needs a villain, or rather, more villains. The Red Hulk could be one, but he wasn't significant enough. New major players needed to join.
Perhaps the Ancient One, the Mage, would be a suitable candidate?
Only when the world is in chaos will the faith generated be devout enough!
