In the government conference room.
"After all these days, I've called everyone together again because there's something I need to discuss."
The New York Governor looked around the room. Everyone from the original group had arrived: Kaecilius, Xia Ling, and, this time, an Army general named Thomas.
"The threat of Red Hulk is imminent. His power grows by the day, while we do nothing but watch. Sooner or later, Red Hulk will lead his army of monsters and inflict immeasurable devastation on New York and the entire country.
"We can no longer stand by. We must act at once, devising and carrying out a comprehensive, effective plan for defense and retaliation."
General Thomas rose to his feet. "Are we going to war? My fine young men are ready and standing by at a moment's notice. We'll defend New York to the death and keep Red Hulk and his monster army from setting foot on this land."
The New York Governor was pleased with General Thomas's statement.
However, he wasn't the main player today. The army he commanded would most likely serve as cannon fodder. Compared to the troops formerly led by Ross and James, this force was only larger in number.
Their equipment wasn't much better, either.
So the key lay with the Emissaries of God from the Church of Dagon. As for S.H.I.E.L.D., represented by Xia Ling, he'd heard they had a superpowered unit. Perhaps they could be of use, too?
The New York Governor weighed his options, then turned to Kaecilius and Xia Ling, the key representatives of the Church of Dagon and S.H.I.E.L.D.
"General Thomas's courage and resolve set an example for us all."
The Governor first praised Thomas's stance, then shifted his tone.
"But as we all know, Red Hulk's strength is far beyond the reach
