Pandora Empire.

Ever since the fall of Steel Eagle Fortress and the disastrous defeat of the High Seas Fleet, the country had been split in two.

The territory that had once belonged to the Rebel army had, under Chevrolet's leadership, become a nation called the Pandora Free Alliance. From the very beginning, more than fifty major cities had declared their allegiance, forming a vast power with a complete steam-industry system and a standing army of over three hundred thousand.

Although the Free Alliance had actively sought international support since its founding, other countries had responded coolly. After media controls were imposed, every mainstream outlet had joined in condemning the alliance army's atrocities.

Rumble!

Armored Airships crowded the sky like a dense bank of clouds. As if laying eggs, they dumped countless aerial bombs over the battlefield.

The violent blasts split the earth with scorching waves of heat, kicking up sandstorms as flames and blood danced wildly. In an instant, the alliance army below suffered heavy casualties.

Crackle!

Just then, thunder boomed and lightning flashed in the sky nearby. A massive tornado formed and swept toward the airship formation at tremendous speed.

At its center, a tiny black speck was just visible, its outline resembling a human figure.

Shrill alarms blared aboard the airships. Like startled birds, they prepared to scatter in every direction and flee the scene.

But against the raging tornado, these airships were painfully slow.

Crash!

At last, the first airship was sucked into the wind. Its gasbag tore open, and its cabin burst into a ball of flame.

The second followed the first, then the third... The tornado had become a monster devouring everything in its path.

With their air support gone, the ground troops were immediately surrounded by the alliance army, and the battle turned into
