There had once been seven, but Taichu Peak had limited manpower and couldn't oversee them all. The other two cities were also too remote, and their earnings weren't enough to keep them running, so both were shut down.
Later, Yuxiao Peak built a Safe City nearby, making it impossible to reopen them.

That day, in front of Lijiang City's teleportation array, Cui Zai, Fang Mo's chief steward, and Guan Hu, Lijiang City's Guardian, stood with a group of people waiting. The sight left the city's martial artists wondering what was going on.
Guan Hu looked at the teleportation gate and murmured to Cui Zai,
"It's been a whole hour. Why hasn't she arrived yet? This Hall Master has a terrible temper. I heard she hardly ever gave even Ling Cangyan any face. Our Peak Master sent her here—could she have gotten angry over that?"
Cui Zai smiled faintly and said,
"That was before. Ling Cangyan had a good temper and didn't hold much against anyone. But our current Peak Master is different. Look at the other Hall Masters. Aren't they all perfectly docile now? No matter how unruly they are, they have to keep their heads down in front of the Peak Master!"
Guan Hu lowered his voice.
"But our Peak Master asked them to bring the people from the Hundred Arts Hall here to learn. Those elders all have their noses in the air.
