The others were Flood Mountain City for Yun Que Peak, Iron Mountain City for Xuan Gang Peak, Nine Swords City for Yuxiao Peak, and Three Rivers City for Qingyan Peak.
Perhaps Huolian had recognized the gravity of the situation, or perhaps he did not want special treatment. He had originally decided to keep two or three cities, but in the end, he kept only Nine Swords City, the safe city with the strongest defenses.
