It was completely different from the implementation method Queen had blindly worked out based on their outward manifestations.
Restricted by the uniqueness of "devils," Vegapunk could only work with Zoan-type Devil Fruits, which inherently possessed souls. Vinsmoke Judge, on the other hand, directly encoded characteristic fragments into the human lineage factor, allowing Logia-type and Paramecia-type abilities to be transplanted into Cyborgs as well.
Obviously, the latter could theoretically grant a wider variety of abilities. And since there was no actual "devil" inhabiting the body, Cyborgs were not afraid of seawater or Seastone, making the technology seem even more valuable than the former.
But in reality, it was not that simple. First, the abilities gained by Cyborgs were very weak. Only after Vinsmoke Judge specially developed Battle Suits with high defense, flight capability, and the ability to significantly enhance their corresponding powers did they become powerful enough.
Because every Battle Suit had to be custom-made, the cost rose sharply. This was not the whole reason Vinsmoke Judge had only modified himself and his five children, but it was at least one of them.
Moreover, the modifications had to be done early. The best results came from modifying someone while they were still in the womb, shortly after their mother became pregnant. The results were much worse after birth, and for someone like Vinsmoke Judge, who had only been modified as an adult, they were worse still. Fortunately, as a world-class scientist, he could use specially customized scientific equipment to compensate for his lack of personal strength.
