As it turned out, Mousse had really only been satisfying his own curiosity.
Using his invisibility power and the Book World's "Soul Capture" ability, Mousse easily obtained the information he wanted from Fish-Man Tom. He then found the "Pluton" blueprints that Spandam had painstakingly sought in the original timeline. One look was enough for him to understand why the Five Elders had never been enthusiastic about the matter.
First of all, the construction cost of this "Pluton" was terrifyingly high. Mousse carefully ran the numbers and found that it could not possibly cost less than two trillion Berries. Considering that such an astronomical budget would at most produce a single ship, the real cost would have to be several times higher still!
Though Mousse was still young, he had already reached the threshold of becoming a world-class scientist. He also controlled Totto Land's financial authority, so he was quite confident in his calculations.
Mousse immediately understood why Water 7's shipwrights had possessed the "Pluton" blueprints without ever considering building it to overthrow the World Government. They had merely treated them as a means of deterrence, guarding against the surviving "Pluton" reappearing and falling into the hands of an ambitious man who would stir up trouble:
"Because the World Government is the only force in this world that can afford to build this super battleship!"
In fact, even the World Government might not truly be able to afford it. The Celestial Dragons might be rich beyond measure, but Pluton's nearly astronomical cost did not represent paper Berries. It represented a staggering amount of manpower, wealth, and resources!
Diverting that much manpower, wealth, and material from across the world to fill the bottomless pit of building Pluton would be enough to cause a devastating upheaval in global commodity prices.
Especially since the
