"This doesn't even require paying any other price. The fact that it can't see the light of day is already an enormous price! Enough to make the Celestial Dragons cautious beyond caution, unwilling to use it unless they have absolutely no choice!"
As Mousse thought of this, an idea suddenly occurred to him. Could Aokiji have guessed, so he stayed away?
After learning from Stussy that Aokiji had originally been supposed to attend the meeting but had made an excuse not to come, Mousse immediately confirmed his suspicion. It was not hard to understand why Aokiji had not made the matter public or even left the Marines. He might not be certain yet. More importantly, he has no evidence.
But in Mousse's view, as long as one controlled public opinion, even laundry detergent could be called a weapon of mass destruction. So evidence did not matter. As long as they used the World Economic News Paper to launch a public opinion offensive, they could at least make every powerhouse on the Grand Line fear for themselves. That alone would be enough!
However, Mousse was not in much of a hurry. First, Kuina's first stage of training had not yet been completed. Second, his experiment had reached a critical stage. As long as the World Government made no major moves, he would continue responding to all changes by remaining unchanged.
Perhaps it counted as a final burst of vigor. After Kizaru stopped slacking off, he not only directly killed a large number of pirates—Kizaru was now far more decisive and ruthless than before—but his speed-based abilities also meant he did not fear the threat of the King's Fist.
Thus, the first half of the Grand Line, which had once spiraled out of control, was brought back under the World Government's sphere
