"The target is moving quickly. Initial assessment: the Aberrant is the buyer in this transaction and is attempting to head west through Alley No. 1."
On the roof of a nearby five-story building, Cheng Qiao crouched at the edge, rainwater dripping steadily from the brim of his raincoat's hood.
