The Anbu and Root were essentially the same department, merely under different leaders, and they rarely cooperated or coordinated with each other.

But no matter what, their highest leader was the Third Hokage. Yet even after the Anbu brought out this great authority, Root still acted as though they refused to listen.

They stood ramrod straight, determined to take Sasuke Uchiha away, and their purpose was direct: to use him as bait.

But the Hokage's order was to protect Sasuke Uchiha properly and keep him safe from his brother's attacks. The Hokage would bear all responsibility himself.

As the Anbu captain, he naturally knew Root's methods well. Becoming bait for these people was no different from being sentenced directly to death.

Perhaps the Anbu would do their best to ensure the bait's safety, but Root would probably love nothing more than to stuff the bait full of Explosive Tags.

"Don't worry. We won't harm Sasuke Uchiha. After all, he is the last remaining member of that clan. Root will protect him well, and Lord Danzo will personally kill that rogue ninja..."

The Root members knew exactly what the Anbu were thinking and what they were worried about. Rarely, they did not immediately argue with the Anbu, instead beginning to reason with them.

This was work Root rarely did in the past. They were used to being arrogant and overbearing, and they were used to yielding before the Anbu. Now that they had an opportunity, their attitude was exceptionally firm, with no intention of backing down.

The Anbu were furious, even enraged. At such a critical time, those people were unwilling to cooperate and instead opposed them at every turn.

The Anbu captain shouted angrily, but he quickly understood. Using Sasuke as bait was still better
