I don't want cold-blooded assassins, or assassins who bear a grudge against the Blood Shadow Killer Group. From now on, the Blood Shadow Killer Group will be an independent organization. Dragon Scorpion will be in charge of all its affairs. You don't need to report to me. When I need you, I'll let you know." Bi Fan said.

Bi Fan sent Dragon Scorpion and the others on their way. They needed to choose a base.
An assassin organization needed more than one base, and every one of them had to be well hidden.
Bi Fan didn't want to interfere with any of that, so he left it to Dragon Scorpion and the others.
If they needed people, Bi Fan could easily send tens of thousands of candidates their way.
Now the Six Absolutes Divine Mansion controlled a vast territory and had an astonishingly large population. It no longer had to worry about a shortage of talent.
Training qualified assassins wasn't easy. Many people would have to be eliminated.
