Background / History

Establishment and expansion

The Land of God was established under Uchiha Siming on territory formerly associated with the Land of Fire. At a Feudal Lords' summit, its territory was recognized as comprising one-fifth of the Land of Fire, though Siming rejected outside powers' attempts to divide land he considered his own. 141

Rather than openly invading other nations, the Land of God encouraged ordinary people and shinobi to relocate voluntarily after screening. Its leadership treated war, poverty, and unequal privilege in other countries as reasons residents would choose to defect. 139

Its expansion accelerated after major groups joined:

• The Ino–Shika–Chō clans defected from Konoha, after which the Land of God entered its formal administrative phase. 145
• Sunagakure lost more than 6,000 shinobi and nearly 20,000 ninja families to the Land of God; elders Chiyo and Ebizo also defected. 151

Internal development

As the population grew, land became scarce. The administration planned to rebuild homes in underpopulated former village territories and move residents toward the Land of God's borders rather than allow sparsely populated regions to retain excessive land. 165

Peace also produced a class conflict: influential families and veteran leaders sought discounted shops and central land for their own families. Siming rejected preferential treatment, maintaining that the country belonged to all residents rather than only those with status or past achievements. 250
